Tamer Qarmout

Associate Professor

​​​Dr. Tamer Qarmout is an Associate Professor​ at the Doha Institute for Graduate Studies. He holds a Ph.D. degree in Public Policy from the Johnson- Shoyama Graduate School of Public Policy, University of Saskatchewan. Prior to joining DI, he worked as a lecturer and a Post-Doctoral Research Fellow at the University of Saskatchewan, Canada. Dr. Qarmout worked also for the United Nations Development Program (UNDP) in several management positions. He has expertise in the areas of policy development, governance reforms, strategic planning, management, leadership, institutional reform and capacity development. He has significant program management experience dealing with stakeholders in planning and implementing large programs aimed at building institutional and governance capacities of public and nonprofit organizations. 

Dr. Qarmout sits on the Program and Research Advisory Committee (PRAC) for the International Institute of Administrative Sciences (IIAS), and he chairs its working group on “Public Administration in conflict-affected and fragile situations”.  

Education:

Ph.D. degree in Public Policy from the Johnson- Shoyama Graduate School of Public Policy, University of Saskatchewan, an MA degree in Sustainable International Development from Brandeis University in the United States, and a BA degree in Finance from Birzeit University, Ramallah, Palestine.

English, Arabic, and Serbo-Croatian
